NMC welcomes Lord Mann’s recommendations on antisemitism and other racism

Published on 04 June 2026

The NMC has responded to Lord John Mann’s review of antisemitism and other forms of racism across the NHS and healthcare regulatory system, published today.

Lord Mann has heard that Jewish people in the NHS experience “routine ostracism”, with Jewish staff being the only religious group in the latest NHS Staff Survey for whom discrimination from colleagues is rising rather than falling, resulting in some considering leaving the NHS.

Paul Rees MBE, NMC Chief Executive and Registrar, said:

“We welcome Lord Mann’s recommendations and the Government’s commitment to strengthening how racism is identified, addressed and prevented across the NHS and wider healthcare system, including helping employers understand when concerns may require a regulatory referral.

“We are clear that racism, antisemitism and anti-Muslim hostility have no place in health and care whatsoever.

“We’ve launched new anti-racism principles for midwifery and nursing education and practice, ahead of the introduction of an updated NMC Code in 2027, and are rolling out concrete measures to remove bias, based on ethnicity and gender, from our Fitness to Practise process.

“We take all racism-related referrals incredibly seriously.

“We’ve run awareness webinars for our staff on antisemitism and anti-Muslim hostility, alongside practical training for lawyers and key decision makers across our Fitness to Practise process.”
