Safeguarding Hub reviews over seven thousand Fitness to Practise referrals

Published on 09 April 2026

The Nursing and Midwifery Council’s (NMC) Safeguarding Hub has reviewed more than 7,000 Fitness to Practise (FtP) referrals through a safeguarding lens over the past 18 months.

The Hub, established in September 2024, ensures that every referral (new concern raised with the regulator about a registrant) is assessed by a professional with safeguarding expertise.

This means that potential safeguarding or serious wellbeing risks are identified immediately, and the right support can be put in place where needed to protect people from harm.

Between September 2024 and December 2025, the Hub considered 7,104 new referrals. From those, it identified 2,100 with potential safeguarding concerns.

To further strengthen its approach, the regulator has reviewed and updated its Safeguarding Policy. The policy sets out how the NMC responds when it comes into contact with people who are at risk of harm, abuse or neglect.

This includes the requirement for all NMC staff to complete safeguarding training, and provides details of an emergency helpline which any member of the staff team can use for immediate safeguarding advice.

Prof Donna O’Boyle MBE, Acting Executive Director of Professional Practice, said:

“Our work brings us into contact with vulnerable people, whose safety and wellbeing are our priority.

"Thanks to the Safeguarding Hub and the expertise of our Safeguarding Team, we’re able to quickly identify and escalate potential risks, to ensure people who are at risk of harm, abuse or neglect receive the support they need.

“Since the Hub launched in September 2024, we have continued to evolve a model of best practice to ensure that safeguarding concerns receive the right level of oversight and are managed safely.”
