New Council members appointed as regulatory transformation continues
Published on 21 October 2025
The governing body of the Nursing and Midwifery Council (NMC) has welcomed two new members, who have joined at a crucial time as the organisation strives to ensure a sustainable financial position and focus resources on the effective delivery of core regulatory work.
The Council sets the NMC’s strategic direction, takes key decisions and makes sure the regulator fulfils its duty to protect the public.
Dr Julia Mundy joins as a lay member, bringing extensive Board level and senior level experience in performance management and financial oversight. She is also now Chair of the Finance and Resources Committee, and a member of the Audit and Risk Committee.
In addition to the NMC, her current Non-Executive roles include Finance Trustee at the National Maritime Museum/Royal Museums Greenwich, Independent Member of the Audit, Risk and Assurance Committee at the UK Statistics Authority, and Member of the Financial Services Consumer Panel at the Financial Conduct Authority.
Meanwhile, Hussein Khatib – a highly experienced senior healthcare leader and a paediatric and adult nurse – has been appointed as the Council’s new registrant member.
Hussein has repeatedly led significant cultural transformation in a wide range of settings, including acute, community and regulatory environments.
He is currently a Non-Executive Director at East Suffolk and North Essex Foundation Trust, where he also chairs the Quality & Patient Safety Committee, and is a member of the Finance and Performance Committee, and the Remuneration Committee.
One of Hussein’s previous roles was Deputy Chief Nurse, Children’s Diagnostic Division at Homerton University Hospital NHS Foundation Trust.
As the Council welcomes its newest members, it thanks Claire Johnston and Sue Whelan Tracy, who completed their terms of office at the end of September.
Ron Barclay-Smith, Chair of the Council, said:
“I am pleased to welcome our newest lay and registrant members, Julia and Hussein, to our Council. It is a pivotal time as we build the new NMC, and I am sure that their significant expertise will be of great benefit as we focus on being a strong and independent regulator.
“On behalf of Council, I also want to thank Claire Johnston and Sue Whelan Tracy for their invaluable insight and support during their tenures. We wish them the very best.”
Dr Julia Mundy, lay Council member, said:
“It’s an honour to be appointed to the NMC’s Council. As Chair of the Finance and Resource Committee, I look forward to working with colleagues to ensure the organisation is financially strong and well-equipped to deliver on its purpose – from supporting professionals to protecting the public and improving care across the UK.”
Hussein Khatib, registrant Council member, said:
“I am delighted to be joining the NMC Council as a registrant Council member and looking forward to working with the team. I bring to the Council my numerous years of working for the NHS, both as a senior leader and a Non-Executive Director, to support the NMC on our improvement and transformation journey.”
