How the NMC responded to whistleblowing disclosures in 2024–25

The Nursing and Midwifery Council (NMC) and eight other health and care regulators have published the latest joint annual whistleblowing disclosures report. The report highlights how we work together and act when people raise concerns with us about health, care or education settings.
From 1 April 2024 to 31 March 2025, we received 152 disclosures (compared to 149 in the same period from 2023-2024) and took 244 forms of regulatory action. A total of 85 disclosures resulted in both a regulatory response and onward referral to an alternative body, such as the Care Quality Commission and the General Medical Council.
The most common themes of these disclosures to the NMC were: unprofessional behaviour including not maintaining professional boundaries, bullying, intimidation and harassment; management issues; health and safety; criminal behaviour; dishonesty; patient care.
Emma Westcott, Director of Strategy and Insight at the NMC, said:
“Together with our partners across health and social care, our role is to make sure that people’s concerns are heard and that appropriate action follows. This year’s report shows we take whistleblowing disclosures seriously and will act – whether through regulatory steps or by working with other organisations.
“We’re grateful to those who come forward and we encourage any nurse, midwife, nursing associate or student to speak up about any concerns they may have.”
